Is Black Mountain’s 56-Unit Affordable Housing Project Still Moving Forward on Blue Ridge Road?

A proposed 56-unit affordable housing development on Blue Ridge Road in Black Mountain appears to still be moving forward.


The project, led by Fuller Center Disaster ReBuilders, was introduced as part of the region’s ongoing recovery from Tropical Storm Helene. Its goal is to create affordable housing for local residents who were impacted by the storm, while also offering a longer-term path toward stability and homeownership. The development is planned for roughly 10 acres and would include a mix of single-family homes and duplexes.



One of the reasons this proposal has drawn so much attention is its structure. Rather than following a traditional model, the development is tied to a community land trust approach. That means the nonprofit would retain ownership of the land while residents would have the opportunity to own the homes built on it. Supporters see that as a way to protect long-term affordability in a market where housing costs continue to rise and where many families are still trying to recover after Helene.




The project also reflects a broader challenge facing mountain communities: how to rebuild in a way that does not simply replace what was lost, but creates housing that remains accessible for the people who live and work there. In Black Mountain, that conversation has become especially important as housing pressure, storm recovery, and long-term affordability continue to overlap.


Public discussion around the development has included both support and concern. Many residents and community leaders recognize the urgent need for more affordable housing, especially for households affected by storm damage and displacement. At the same time, questions have been raised about density, traffic, and how a 56-unit project would fit into the surrounding area. Those are common issues with projects like this, particularly in small towns where growth and recovery often collide. Blue Ridge is a small country road, that is already a busy road in the area. In 2018, Sweet Birch Commons development down the road caused similar concern, this duplex style town home development was bothersome to locals at the time, and now the owners have become locals themselves!



Even with those discussions, the overall signs suggest the project remains active. The proposal advanced into formal local review, and there have also been multiple rounds of funding support connected to the effort. That combination points to a development that is continuing to move through the process rather than fading away.


That matters because this is not just another housing proposal. For some in the region, it represents a practical response to a real need. Housing recovery after a disaster is rarely quick, and affordable ownership opportunities can be even harder to create than rental units. A project like this has the potential to help fill both gaps by offering attainable housing while also giving residents a stronger foothold for the future. For others, it represents yet another farm lost, and yet more traffic in the little town known as 'America's Front Porch'.


For Black Mountain and the surrounding area, this proposal stands out because it is focused not only on replacing lost housing, but on building a different model l for affordability. At a time when many local families are still feeling the effects of Helene, efforts like this could play a meaningful role in the region’s recovery and in shaping how communities think about housing for years to come. And it will be an ongoing battle between local residents concerned about the large amount of traffic added in this small town, and some with the memories of the horse pasture that this new project will replace, should it go ahead.
